M7 -  Wire Twist Piers/Cutters - Military? = Fine Working Condition - Someone scribed the following into the tool and i have no clue it means, the following is   " X5959" is scribed on both sides of cutting end and the following is  on the flat piece near the silver color turn knob "5120-00" and "305-2306" along with "Made in U.S.A" and the "M' and the "7" - Pliers work fine , no issues,, see blue arrows and please feel free to contact me about any issue,,
