    2 pg. letter, approx. 7-7/8" x 9-3/4", dated at
    Washington, D.C., July 15, 1866
    , with letterhead of "Treasury of the United States", from Francis E. Spinner, Treasurer of the U.S., to the Honorable Ezra Graves, at Herkimer, N.Y.
    A scarce autograph letter signed (ALS) of
    FRANCIS ELIAS SPINNER
    , (1802-1890), as U.S. Treasurer. He served in the U.S. Congress from NY, 1855-1861, and was appointed by President Lincoln as Treasurer of the United States in 1861, serving under Presidents Lincoln, Johnson & Grant until his resignation un 1875, the longest serving person in this post. He was the first administrator in the federal government to employ women for clerical jobs. His distinctive signature, which appeared on fractional currency and "greenbacks", was the most familiar autograph in the country.
    Good content, explaining to Ezra Graves the little that he could do for a Mr. Hinckley who was fired from his job at the Treasury Department.
    Includes:
    "My dear Sir,
    Your letter of the 12th instant has been received.
    Mr. Hinckley called on me, soon after he had notice that his services were no longer needed after the thirtieth of June; and at his solicitation, I interceded in his behalf. The most that I could do, was to have the time extended to the last of this month.
    The Second Auditor of the Treasury, to whose Bureau he belongs, returned him to the Secretary, with the words 'not efficient', written after his name.
    I don't see that I can do any thing more in his behalf. Regretting this, I am,
